Changing Times
The threat of terrorism in the UK for the last 30 years has been at its greatest in Northern Ireland with mainland activities being small, apart from notable attacks in London, Manchester and other mainland cities.
Recent attacks on the London Underground have graphically demonstrated complex and resourceful planning from anti-western Islamic extremist groups. The threat is not only international terrorist networks such as Al-Qaeda, but also sympathetic groups and individuals resident in the UK.
Terrorist methodology
September 11 showed a change in terrorist methodology, towards suicide attacks causing maximum disruption, maximum casualties and no warnings. The attack showed a desire to target high profile, "symbolic" commercial or economic targets.

Attempts may be made to replicate pervious accomplishments and it is believed future targets may include:
- Large, high density commercial buildings.
- Financial institutions.
- Critical national infrastructure, such as water and power supplies.
- Economic key points.
- High profile industrial sites, such as refineries.
- Transport nodes and networks.
- Major public gatherings.
